The tool to translate a web page is in the bottom half of the second block.
Highlight and copy the web address of the web page you wish to translate.
Paste the address into the box under "Translate a web page:", taking care not to duplicate the http://.
Use the drop down box and choose to translate from English to your preferred language.
Click translate botton!

If you just want to translate a small portion of text, you can use the top half of the second block in the same manner.
